About Bhulekh Naksha: Editorial Policy, Authorship and Ground Standards
Bhulekh Naksha (bhulekhnaksha.org) is an independent, non-commercial citizen reference directory established to assist property buyers, landowners, farmers, legal researchers, and citizens in verifying Indian land records across all 28 States and 8 Union Territories.
1. Who Curates This Directory (Author Experience & Expertise)
This directory is curated by an independent research team of Indian land revenue researchers, survey documentation analysts, and public interest advocates with over ten years of hands-on experience examining state land codes, cadastral village maps, Tehsildar administrative procedures, and Sub-Registrar deed registrations.
Having conducted on-site property due diligence in multiple states, we understand the practical hurdles citizens face: confusing local revenue terminology (such as Khasra, Khesra, Dag, Gat, Khatiyan, Jamabandi, Satbara, Pahani, and Patta), frequent NIC portal timeouts, unverified web scrapers publishing outdated links, and the critical legal distinction between uncertified view-only records and digitally signed, court-admissible documents.
2. Primary Reference: Government of India DILRMP Directory
Our directory uses the central Department of Land Resources (DoLR) State/UT Record of Rights directory under the Digital India Land Records Modernization Programme (DILRMP) as its authoritative baseline (official DILRMP directory at dilrmp.gov.in).
We also cross-reference the National Generic Document Registration System (official NGDRS portal at ngdrs.gov.in) and the National NAKSHA cadastral mapping programme (National NAKSHA GIS portal at naksha.dolr.gov.in) to verify that links point to genuine, live, official government servers.
3. Editorial Integrity and Transparency on Portal Gaps
Unlike generic web scrapers that claim every Indian state offers instant online land map downloads, we maintain complete transparency regarding ground realities:
- States with full public portals: In states such as Uttar Pradesh, Bihar, Maharashtra, Madhya Pradesh, Rajasthan, Gujarat, Karnataka, and Tamil Nadu, we provide direct links to official ROR, Bhu Naksha, and citizen OTP login systems.
- Customary and tribal tenure states: In North-Eastern states such as Nagaland, Mizoram, Meghalaya, and Arunachal Pradesh, land ownership is governed by traditional community customary law and Autonomous District Councils (ADCs) under the Sixth Schedule and Article 371. In these areas, standalone public RoR portals do not exist because land rights are confirmed through Land Possession Certificates (LPC) or Village Council certificates issued via District Administration.
- Union Territories with localized administration: In UTs such as Ladakh, Lakshadweep, and Dadra & Nagar Haveli, records are administered locally by Deputy Commissioner and Collectorate revenue branches without a standalone public digital RoR portal listed on DILRMP.
4. Fact-Checking and Verification Standards
- Every outbound portal link points directly to official
.gov.inor.nic.ingovernment servers. We never redirect through affiliate tracking links or intermediate ad wrappers. - Our team audits portal availability, URL changes, and migration notices (such as Telangana transitioning from Dharani to Bhu Bharati) on a regular quarterly schedule.
- Every state guide provides bilingual terminology in English and the state's official regional language so citizens can cross-check local terms on physical survey sheets and Patwari registers.
- We do not charge fees, request personal Aadhaar or phone numbers, or collect land query data. All citizen searches occur entirely on state government servers.
5. Corrections Policy and Feedback
When a state revenue department changes its portal architecture, launches an upgraded portal version, or relocates sub-domains, our editorial team updates the corresponding state guide promptly. Citizens, legal professionals, and revenue officers who observe portal URL updates or policy changes are invited to submit corrections to our editorial desk at help@bhulekhnaksha.org.
